Moved this question to its own thread since it's more about NPCs themselves than NPC conversion specifically! Yes, that's correct; NPCs cannot have kits through the Litters Department. This is to promote in-character relationships and have more interesting family dynamics, rather than populating nurseries with NPC parents! I'm not sure I understand what you mean by it making the player character not accepted into the game, though? You're welcome to create family for your characters who remain NPCs forever, if you so choose! That has no bearing on your character directly. Is that what you mean?
